access mysql from remote

I've been messing around for a couple of hours with various settings, but no-go, so my question is this:
How do I configure MySQL to allow remote clients to connect to it?
My wampserver was just reinstalled, so nothing has been touched. A walk through of what needs to change and how, would be extremely glorious! I sure hope someone has done it and knows.
The router the server is behind has port 3306 forwarded already, so let's not discuss that. Several other services are perfectly available from the outside.
