Warning: Invalid CRT parameters detecte

I received this error and I believe it has to do with wampserver (php, apache,etc...). I installed joomla locally to test/install website and I received this error in of the templates (using quick install).

I did try the template on a server host and that works just fine, no errors but when using wampserver (latest download version) its giving the following:
