WIndows8 - When is localhost not equql to 127.0.0.1

My WAMPSERVER environment seem to be operational but "localhost" is not always equal to "127.0.0.1". While "localhost" seem to work fine for the main wampserver page and my main project readme setup file, it doesn't work correctly for the MYSQL DB. So if I use "localhost" as the root to execute phpMyAdmin I get the main page but I can't use any of the tabs (e.g., Database, user, Etc.). But if I use "127.0.0.1" as the root to execute phpMyAdmin everything work fine. I have tried most of the solutions proposed on the wampserver forum to bind localhost and 127.0.0.1 but none seem to address this issue
When I setup my main project the configuration of database is defined as "localhost" as the root and fail on creating the DB, user, password etc. because it is not connected via "localhost". I need to ensure that local host is 127.0.0.1, thoughts and comments would be appreciated.

Bind apache and myslq to 0.0.0.0

Do you wanna get Teamviewer and ill take a look

There is 2 different approaches to solve this issue and it will take a bit of investigation to find out which is better

It looks like MYSQL is properly bound to 0.0.0.0 according to the MySQL.log.
