Unless your system is very ODD, I doubt it.
WAMPServer's uninstall will remove from the `\wamp\` folder ONLY what it installed. So any files you add, or amend may not be deleted.
I always do an uninstall followed by a manual delete of the `\wamp\` folder and all subfolders.
Of course only after backing up anything I dont want to loose.WAMPServer only puts one thing in the Registry and that is a reference to its uninstall, and does not contain anything that would upset a fresh install.
