Wampserver config only loads with server "Put Online"..(more)

...and phpmyadmin and webgrind both throw 403 Permission errors regardless of whether server is Put Online or Put Offline.

I've searched this forum for an hour and there are closely related posts, but not quite the same.

I'm running Win7 64, and used the Wampserver 64-bit installer with Apache 2.2.22/PHP 5.3.13/MySQL 5.5.24

Installation went fine with no errors, but I changed the default browser to point to IE 9 64-bit.

Any help would be greatly appreciated. This is my first time doing this.
