Windows 8 "Error Establishing Database Connection"

I have been having big trouble since upgrading to Windows 8
Initially I couldn't get WAMP to work at all, but since applying the "Allow from all" fix it now works.
None of my existing WordPress set ups work - they all say "Error Establishing Database Connection"
So I create a new database with a new user, and try a fresh install of WordPress
Still having problems connecting with database.
I have checked, checked and checked again that this is not because I have supplied the wrong credentials.
About to hit head against the Metro Screen!!
