I had been surfing the search engines for hours. I have tried all the solutions found and not one of them helped.

So here it is.

Without touching a single Windows settings, without turning on or off any software, processes or services I have managed to solve this new, never hapenned before bug.

1. Just access the Apache/service menu and click "Install service".
2. Click Restart all services.
3. TA DA!

Sorry for the word BUG. But I never had this problem before and I don't use Skype or any other Peer to Peer software. I installed Wamp's latest as administrator and placed the install in the Drive:\wamp directory 3 times. It never gave me an error or warning of any kind. The Apache server just did not install.

Wish I could tell you why.
All I know is clicking the install service in Apache service menu solved it.

I have always used Wamp and never had a problem before.
By the way, I think it the best and simplest local server available.

Thanks!
