If your localhost is NOT working, It might be the PHP port. By default, it's port 80, Go to [youtube.com] and search "how to change php port". This is how I fixed mine!

PHP does not have a port, but Apache does. Changing that is only a last resort solution if you cannot change whatever is using port80 to NOT use port 80.
