How do I set up a specific nameservers or a dedicated IP address for my local installation of Wordpress to make the site live?

Setting up your own local NameServers is not necessarily the best option, as it's quite a bit more involved. Your best option is to check with your ISP first to see if they even allow you to host your own webserver from home on port 80. Most ISP's such as Comcast do not allow this unless you have purchased their business class internet for example.

WampApache service - once it's online will listen to port 80 requests automatically for you (assuming you've allowed it access through your windows firewall).

You will also need to make sure that your home internet router is setup to forward all port 80 requests to your computer where the wampserver is located.

Once that's done you can go to whatsmyip.org, then set your domain names A record to that IP address. Now wait a few hours for the DNS to propagate and your site should be live. No need to change the NameServers.

Some ISP's will assign your router a dynamic IP address, meaning everytime your restart your router it gets a new IP address. If this is the case, your site will cease to work every time the router is reset as the IP of your router and the IP of your DNS A record for the domain are no longer the same. The only way around this is to signup for a dynamic DNS service for your domain such as no-ip.org.
