Could not execute menu item (internal error)

The rest of the message is [Exception] could not execute run action: The system cannot find the file specified. I just installed it on a new (64 bit) computer and I noticed that Firefox is listed under Program Files (x64) so I made the change in the php.ini file. What else do I need to do?
