WampServer

I was using version 2.1 flawlessly until I was informed that in order to use a common Joomla php script that was not completing its processes in extracting a site backup to our localhost that we needed to update WAMP to its latest version. After having tried both the 64 & 32 bit versions of WS 2.2D and editing the windows host file as suggested we are continually now receiving 403 FORBIDDEN ACCESS whenever we try to open our localhost or PHPMyAdmin services. The WAMP Server icon is green but so far I cannot locate any information on why this is occuring.

I have no idea why when 2.1 was working on my Windows 7 machine that this new version does not so could use some help here.
