How can you block certain charaters in Url address

I would like to prevent certain characters used in the url. I am getting theses weird requests their are hexadecimal. I know its URL related because I had my site offline so they couldn't post/get anything from the site. So my question is how can I block certain charters.

Example

Block: #
Block: @

Allow: Everything else
