My website stuck for several seconds before starting to load

Hello. I have a problem with my website. I have Apache+PHP+MySQL on Windows server 2003. When i go to my website it wont start loading for 5-10 seconds or so, but when the content starts to get displayed, it loads in 0.5 seconds on average. Apparently there is a problem with MySQL. Also when i am hosting the website on Windows XP, everything works fine.
Maybe someone can point me to the right direction? Thanks.
EDIT: Seems like there is a problem with returning data to the user, because the website itself is being built in 0.5 seconds, but for some reason it's not returned to the user.
