Cannot connect to apache server

Ok I've been working on this for almost 3 hours and I feel like I'm going crazy.

I have Windows 7 64 bit, and did a normal install of wamp. Everything installed fine, but when I open localhost, it just sits there and tries to connect, and then times out. I have tried everything I know: I've made sure that apache is the only service using port 80, made sure "localhost" in the hosts file points to 127.0.0.1, disabled Windows Firewall, even changed the listening port to some obscure number in httpd.conf and verified using netstat that this is the listening port, but I can't connect no matter what I do.

Couple of things to note: First, Win7 is installed on a ssd, which is not my primary drive, and wamp is installed on a different drive.
Second, when I test port 80 from the apache>services menu, it says "Your port 80 is actually used by:" but it doesn't say anything below that, it's just blank. Now when I changed the listening port in httpd.conf, the message is: "Your port 80 is not actually in use."

Does anyone have any ideas?

yup, your port 80 is being used by something else.

if you wanna get teamviewer, ill take a look at the issue for you
