How do I update PCRE ??

I'm trying to install TheBugGenie, and it's throwing an error on my PCRE version (version 7.9 2009-04-11).
A min version of PCRE 8.0 is required.
The TBG group suggests I ask here, so ... where do I go from here?

NOTE: My WAMP stack has Apache 2.2.11, PHP 5.3.1, MySQL 5.1.36.
