error by running the .exe file

I always get this Application Error when i want to run wampmanager: exception in module wampmanager.exe 000F15A0. Could not execute run action. What's the problem? Is it because i 'm working with a starter edition of Windows?

install the vc2008 c++ redistributible pack 32bit
