Request - URI Too Large

Trying to view localhost or /phpmyadmin, but the browser generates this HUGE URL and then says:
Request-URI Too Large
The requested URL's length exceeds the capacity limit for this server.
It was working just fine a few weeks ago... also, I don't know if this is the cause... but my friend installet .Net for a Minecraft server. I've disabled IIS, changed IIS port, etc... but it still won't let me view localhost or phpmyadmin.
