php MyAdmin No Field To Add New Database

Wampserver is installed.
Local Host shows the server config, tools, Projects and Aliases.
I am attempting to add Wordpress
When I select phpmyadmin I should see
1. Add new database field
2. General Settings
3. Apperance Settings
4. And panels on the right hand side of the screen.
I do not see the field Add New Database.
My OS is windows xp.
Every video I watch shows the Add New Database field. I don't have one.
Even removing and reinstalling does not help.
