Aestan error, WAMP won't start

Okay, I had this problem on Vista too and had to install something from microsoft to fix it.
But I can't remember what it was. I assumed it was .net framework, so I installed the newest version of that and it still doesn't work.
And in case you were going to say,
My firewall is off.
IIS is disabled.
I don't have skype or other nonsense, this is a fresh install of XP.
Help appreciated.
