Do i need setup Php and MySql to preview SSI locally?

I have 2 questions:

Question 1:
Ive installed WAMP so i can preview Server Side Includes (SSI) and root relative links locally when making websites. I need to configure Apache for that.

Do i also have to setup / configure PhpAdMin and MySql database for SSI and root links to work?

Question 2:
How do i add charset utf-8 to shown danish letters locally?

Do i need PhpAdMin and MySql to be able to view SSI in .shtml documents locally using Dreamweaver or will configuring Apache only be sufficient?

1. phpMyAdmin, absolutely not. MySQL, depends on your shtml have DB or not
2. Add it in your script
