Yep, of course
However, keep in mind that when hosting, you need a high upload speed, not download speed, so forget about those residential 20Mb plan which might cap upload speed at 512Kb or 1Mb but you have to get commercial plan which should have at least 3Mb upload speed that cost around $100/mth or more and thus if you don't host a lot of paid accounts to recap your expenses, you should go with the paid host instead

BTW, in order to host a lot of paid accounts, you absolutely need to have at least 2 or 3 good servers, and I mean a real server which cost couple thousands each, not just a PC, also at least 1 or 2 good UPS, which cost around couple hundreds each, to keep those servers running 24/7 w/o power hiccups
Before going for that big investment, you should setup your Wamp PC to host some simple websites first, follow these guides
No matter within or outside LAN access, you need to setup Access, DNS, and VH; Access for permission to connect to your Wamp PC, DNS to tie Domain(s) to your Wamp PC, and VH to host multiple Domains/Websites/IP's and even you have only 1 Domain/IP, you should use VH to set it up w/ the site you want to show up first on top and localhost on bottom and others in middle if having more than 1 site; w/ VH, other PC's, no matter w/i or outside LAN, can access/see websites/contents on your wamp PC. If dont have real Domain, just skip DNS guide
