Greetings,
I have wamp installed in my machine with Joomla, I want to know if it is possible to install zend or symphony next to joomla in wamp. a CMS next to Framework in the same local server and obtain results.

Yes, create a virtual host for each seperate project.

I know how to create virtual host in wamp,
could I not place zend under www folder of wamp in a folder named zend, unzip it,
developing project via using localhost/zend/...?

You could, but when you come to move the developed site to a LIVE server you could get a few problems as mentioned in the link I gave you.

If you are already familiar with Virtual Hosts, then its a no brainer, and you should be using one for each of the sites you develop.
