mysql configuration file

I used the MySQL Administrator GUI tool to login to my database to check the server logs. When I connect, a popup appears that states "Either the server or the configuration file could not be found. Startup variables and service section are therefore disabled."

I have tried various suggestions that appear on the web ( to make a my.cnf file in my c:\ directory) but have the same trouble. I restarted the services after each change. Any suggestions for the newbie on how to get this problem resolved?
