MySQL Administrator?

How do I get this to work? I can't create users, modify the database, Startup variables and service contro is disabled because it can't find a connection and the config files.

Yea I used it, but I want use the MySQL GUI from my desktop. It's a bit of a pain to keep going to the server to make changes and so forth. Do I need to have MySQL listen on the IP address in order for it to find the config file.
