Will Files be saved if I uninstall Wamp and reinstall ?

Will Files be saved if I uninstall Wamp and reinstall ?
I think (know) I have made a mess of my wampserver and I cannot even connect to my local host, It comes up with CANNOT CONNECT TO SERVER.
I am learning Joomla and was creating a working site on my computer. I downloaded a backup of my live site using Akeeba and I get a homepage display that is all over the place and with error screens.
I run a win7 64 bit and want to install the 64bit wampserver without loosing any files , can it be done. ?

Start all services
Stop all services
Restart all services
HOW CAN YOU TELL WHAT WEATHER STOP,START,RESTART IS ON OR OF ??
