Wamp not utilizing max bandwith

My connection is 25meg Down, 3meg Up.

I'm hosting an uploader on my Wamp server so i can use it as a storage while at school. It's having slow speeds though. For instance, the computer uploading to my server is a 50meg down/30meg up, but yet they're uploading to my server at 120kb/s, and the weird thing is it's capping the uploading limit at 120kb/s. Anyone know why?

3 meg(BIT) upload will u give u a max of 300kb upload... maybe some of your internet connection is being used and why ur only getting 120kb

My upload actually caps out at 398kb/s. And i was not currently uploading/downloading anything. I'm using a Windows 7 Widget that's very accurate to tell me what the speed is.

Do you have any idea what it could be?
