How do i make my friends connect to myphpadmin site?

Hello , I'm doing a project in school includeing a database and im wondering if someone coulde tell me how to make my friend be able to connect to myphpadmin site at the moment he gets "You dont have access to this site. I'm sorry if you don't understand and i'll try to make it clear if u dont get it.
