Not sure if this is a bug or a feature. I have a couple of alias definitions pointed at another windows unc. If the other windows machine is not available, ie offline, restarting apache results in apache not loading. Running wampserver 2.0i with apache 2.2.11.

No, it's a normal behavior, since Apache would be able to handle requests correctly.
So it just shutdown, letting you to solve the problem of missing folders.

Same problem in aliases, vhosts and httpd.conf files which are all Apache configuration.
Ex: If you define a wrong path for error_log, and you restart, it won't start...
