Fatal Error when trying to open phpmyadmin

Windows 7 Ultimate 64 bit
WAMP 2.5
Apache 2.4.9
MySQL 5.6.17
PHP 5.5.12

So I was finally able to get WAMP to work with localhost by changing the port # to 88 instead of 80, no problems there.

Now when I try to get to localhost:88/phpmyadmin/ I get the following error:

Fatal error: Call to undefined function mb_detect_encoding() in C:\wamp\apps\phpmyadmin4.1.14\libraries\php-gettext\gettext.inc on line 177

I've looked through my php.ini file and made sure that mbstring and mysqli are enabled. I also checked to make sure the the extension_dir is pointing to the location of my dlls. I can't think of what else to do, any suggestions?

I seem to remember that there may be some dependancy between mbstring and gd2!

Have you de-activated the php_gd2 extension?
