The WAMPServer homepage and phpMyAdmin is written in PHP, so if you see that then PHP works.
Make sure you are creating a file with a .php extension, notepad is likely to be saving as test.php.txt. Dont use it, download Notepad++ its free and a MUCH better editor.
Also chnage your Explorer so that it shows known extensions. You are a developer now, you need this information.
