Using my.ini for storing my client password?

Hi,
The client password is stored in mysql.user. By default, there is no password. What's the difference between the root password and the client password?
In my.ini there is [client] where password can be stored.
1) What's this aimed to?
2) When I change the password, nothing seems different if I launch the mysql console.
3) What's the point of changing that password for the lifetime of mysql?
Can someone help me out on this?
