Multiple client connections fail/no response

I've installed WAMP and then installed Mantis (PHP bug tracking software)

Mantis works fine locally and remotely with 1 user.

However, as soon as someone else tries to use it one of us will get no response from the server.

We are using a non-standard port for http of 8181 because the server already has a web page.

Is there some kind of default client limit = 1 in WAMP that I should know about?

I notice the httpd-mqm.conf has max clients 150.

No - I've tried connecting from either different machines on the same private network (ie same external IP) or connecting from a local machine and a remote desktop machine with completely different IP.

Just seems to refuse multiple clients.

left click on wamp tray icon, php, php settings, left click on short open tag

edit: This doesn't seem to work.

This didn't happen on linux with an older version of PHP - Is this some kind of new flood protection in PHP?

I'm going to try another clean installation on one of our other remote servers.
