Server still offline after changing port - Windows Server 2008

I installed WAMP on Windows server 2008 w/out any error messages. I confirmed msyql is running.
I changed the listening port to 8080 in httpd.conf, and restarted the service.
But it still says server offline and is orange.

I have IIS running (have to), but confirmed none of the website are using 8080.
And also confirmed the firewall is turned off completely.

Any ideas?

Have a look at the Windows Event Viewer for messages from Apache or MySQL.

If Apache fails before it can open its own error log there are usually errors written to the Event Log.

Just a note, the minimum requirement for WAMPServer 2.5 on Server 2008 is Windows Server 2008 R2 SP1

Thats not a WampServer specific requirement but a MS Compiler requirement, as the MSVC2012 runtime will not run on version less that that, and Apache/MySQL & PHP are compiled using that compiler.
