Internet Explorer Cannot Display Webpage

I'm sure this question has been answered many different times, but I looked through many threads and tried different things and can't seem to solve this issue. When I try to open up localhost or phpMyAdmin from the WAMPSERVER icon, the cannot display webpage comes up. I looked at 'hosts' in the etc. folder but I cannot edit it and it doesn't show 127.0.0.1. I'm not really sure what to do now...

I have HP Pavillion dv9000 and Vista Ultimate 64bit OS.

Oh, also I removed IIS so that isn't present on my computer. I reinstalled WAMP after removing IIS. I don't have skype. WAMP is online and icon is white.

copy host file to desktop, edit, save then copy back to overwrite current host file; also clear your browser cache and try again

Do I just clear out the ::1 localhost line and add the 127.0.0.1 localhost line?

Here is my current host file

# Copyright (c) 1993-2006 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

::1 localhost

So I copied the hosts file to desktop, but when I edit the file and try to save it to the actual hosts file It won't let me overwrite it. I used notepad to edit - is that the best way? Can you only save it as a txt file in notepad?

when save in notepad, make sure to enclose filename.ext in double quote; for example, "hosts" or "index.php"

I am not sure what I am doing wrong here. When I tried overwriting the hosts file currently in the etc folder with the hosts I saved as "hosts" (all files) from notepad it wouldn't let me.

do you log in win as admin w/ full privilege? if yes, just right click directly on host file to open as admin so you can edit to make the change

I should be logged in as an admin with full privaleges (there's only one login to my computer. When I right click the hosts file under etc folder the only "open" option I see is just "open" which is with notepad. When i try to save it from notepad it says "Cannot create the C:\Windows\System32\drivers\etc\hosts file. Make sure that the path and file name are correct."

restart the pc in safe mode (keep tapping f8 ) until the menu appears and select Safe Mode

then wen the pc gets to the login there will be an Admin User..

Log in as Admin and change your account to an Admin account

When I keep tapping f8 the only thing that keeps coming up is a blue background covering the screen with two gears in the middle. When I click or try to do anything it brings it out of that view.

Is there another button I should press that would restart my pc in safe mode?

I clicked control panel and looked at accounts and it just shows one login with my name and the admin type shown underneath it. It says that my login has complete access... There is no Guest login (I disabled it) show according to what I see on accounts, it looks like there is only 1 login)

Have you attempted to drag and drop the host file to the desktop? When I did, the file actually moved rather than copied to my desktop. Once my changes were completed I simply drag the file that two of the ETC directory and it moved back into that directory. I am having the same problem getting the Zen cart application installed properly. I can get all the way up to the point where you click on the " save data base settings" and that is when I am getting the blank IE 8 webpage. Hope this helps with a few modifying the host text file.

Wow! That did it. I can see the localhost and phpmyadmin page and everything. Thank you for that, and everyone else who tried. Much appreciated!

Does anybody know what are all of the required extensions for PHP, mySQL, and Apache? I can get all the way up to the point where you click on the " Save Data Base Settings" button within Zen cart and after I click the button, I am getting a blank IE 8 webpage. I feel it has to be a problem with the PHP extensions or some sort of another configuration that is causing me to not get to the next step which is a setting up the store. Any assistance and help me getting this result would be great. I am presently running:
Zen Cart Ver 1.3.8 Initial Install with no No Addons and installed Locally
OS - Windows 7 64-Bit, and tried VISTA virtual OS
Using Wamp 2.0
Php Ver 5.3.0
Mysql Ver. 5.1.36
Apache Ver. 2.2.11

You may want to try posting your question in another thread so it gets more eyeballs if you know what I mean. Thanks again for your help.
