phpMyAdmin gets "Not Found" on with Apache 1.3.35

Sorry if this is covered elsewhere, but I couldn't find it.
When I run Apache 2.2.11 with PHP 5.3.0, phpMyAdmin works fine.
When I switch to Apache 1.3.35 and PHP 4.3.9, phpMyAdmin gives me a "Not Found" error.
Any ideas?
(Apache 1.3.35 is a requirement, but I can change anything else).
