refresh index.php

Hi!
I am using the latest WAMP as local server. I work in Wordpress and I have problems with file refreshing. In wordpress you can not make changes in index.php. So I used regular editor but nothing changed on web site. If I change anything in my index.php or even delete it nothing changed. Everything is working as before. What shall I do?

it most likely problem w/ your browser or firewall/antivirus, not wamp
