Apache writes errors to the Event log even before it attempts to write to its own error log, so you can view them using the windows Event Viewer. What are the errors in the Event Log?
If your ISP is blocking port 80 how do your site users get to you?
Do you have to tell them a ip address and port number to use i.e. xx.xx.xx.xx:18391
Maybe it would be helpful to describe what you are actually trying to do?
PS: If you are trying to make a site available on the internet, then,
never turn my computer to sleep, hibernate, restart, or shut it down ever again... This is going to be true anyway.
