cant get localhost to start

hi all
i cant get localhost to work iget this every time
Internet Explorer cannot display the webpage
i am using xp pro with service pack 3
i have Advanced SystemCare 3.1.1 Professional
will this stop wamp from working??
any help or info please

try to uninstall Advanced SystemCare 3.1.1 Professional and reinstall it after wamp run successful

i have Advanced SystemCare 3.1.1 Professional on this hard drive and wamp works fine
there must be another prog on the other drive that stoping wamp from working
but icant see what it is
