Erro no Output Buffering

Good morning people!
This being my first doubts this in joomla or wamp, I'm not sure!
First I would say that I sought everywhere a solution and found nothing.
The thing is, formatted my computer yesterday ai installed wamp again, so far so good.
But when I'm done installing joomla Output Buffering is ON, the correct thing off.
But when I go to settings and try to change the php nothing happens, the strange thing is that he's off in PHP.INI.
Never seen this is the first time that gives me this error.
Could someone help me!

That is not actually a problem for Joomla but to turn it off do this

Add this line to your .htaccess file in the joomla install folder

php_value output_buffering Off


This will turn it off for that Joomla project but not for the whole environment.
