I can't open the localhost, phpMyAdmin, and I can't put it online can any one help me with this?

open file hosts in folder C:\WINDOWS\System32\drivers\etc and make sure you have only this line and nothing else

127.0.0.1 localhost

I am also having an issue getting WAMP to start on Win XP. It is working fine on Server 2k3. Am I able to install this on win XP?

Apache service is not started. Why ?

Is Apache service installed ? => Look throw wamp menu -> Apache -> Service to see if you can start Apache service
Is Apache port already used ? => Test Apache port from wamp menu -> Apache -> Service -> Test port 80

If port 80 is not used, also check that your firewall/antivirus don't block apache file (httpd.exe)
Check that Skype is off to avoid conflict (not always seen by test port function)

You need administrator rights to install Apache service. If you are not admin, you can't install wamp.
