wamp not working for me

when i type localhost/file.php it shows error bellow
HTTP 403.1 Forbidden: Execute Access Forbidden

also wamp meter in icon tray is yellow
i am win xp IIS 5.1
i installed wamp2 appache but i think not working because when i go appache > service > start resume is highlighted enabled and stop restart/refresh buttons are dim/ disabled
