Problem with server sql

I'm on a Windows machine with WAMP5 installed, but I am unable to start sql services and apache.
Conversely, if I go to localhost everything works perfectly, with www folder access and execution of php scripts, but access to the database through sql / var / include ... in linux I can not do.
How can I solve this problem?
