Daylight Savings Error

I installed WAMP on a fresh server, then installed osTicket.
The problem I am getting is my time is off by 1 hour in osTicket. There is an option to select day light savings. No matter if I have this checked or not, it still reports the same time. The time is right in mySQL and on the server.
When I install osTicket on the system without using WAMP the time is right. Any ideas how to fix this?

I think this has something to do with the PHP installed.. but I am not sure how to verify. Any ideas?
