Pear library is installed in the wampserver combo?

Im at the moment trying to install PEAR framework and I notice that in the Wamp folders is a folder called Pear Im wondering if its something already installed or is a easy menu to install ou fetch packages using the wamp system.

I find this when I start running the go-pear.php and trying to find a better place to put the files.

can someone help me in this or give a links where they help about this?
