localhost return HTTP 403 forbidden

hello,
i installed wamp today in the begaining the server work. i had problem with php so
i go to WAMPSERVER >> PHP >> PHP Settings and i put tick "short open tag"
and after i entered to [localhost] (i have this diectory in "www"winking smiley
and its said "HTTP 403 Forbidden"
but if i entering to [localhost] its work...
i have not any htaccess file in "www" directory or something...

do you have htaccess in websitecms? anyway, do you create that folder websitecms or copy from live host?
