403 No permission to view not running a script

Hi
I am get the wampserver homepage but each time I click phpmyadmin or sqlitemanager under tools or “your aliases” I get 403 no permission to view.
All the other links seem to work just find. I have open Apache>Alias directories > [localhost] and same path but sqlitemanager /edit .htaccess and the file in note pad was bank.
The address 127.0.0.1:80 loopback
