CGI.exe versus loading the PHP DLL as a module?

So for those of us on Vista, Xdebug will randomly crash apache. This makes development more burdensome as you may have to restart services at any time.

One person thinks he's found a solution by having apache use the PHP-CGI.exe program instead of the PHP DLL as a module.

What exactly is the difference between using PHP-CGI.exe versus using the DLL? Are there any performance hits using the PHP-CGI executable?

Any help would be greatly appreciated.
