Installing Wamp on E: drive

I'm having some problems getting WAMP to work again after formatting c: drive.

Previously I had installed WAMP on C: and then I installed an external drive and moved it over to the E: drive. It had been working find for months, but the other day I had to format my c: drive and now I'm unable to get WAMP working again on the E: drive.

I'm not real familiar with how everything works, but here is a couple things I have done after the format:

- I installed WAMP on the E: drive, but when I click on localhost I get:
Failed to Connect
Firefox can't establish a connection to the server at localhost.

- So I then installed WAMP on the C: and so now I load it from the C: drive. I'm able to access localhost, but get the following message when trying to go to phpmyadmin:
Forbidden
You don't have permission to access /phpmyadmin/ on this server.

I've tried a number of different options. I have went into the Apache httpd.conf file and changed the Document Root to: E:/wamp/www/

Like I said I setup it awhile back and everything worked great.

Any Ideas?
