About wamp server

Hey guys,

I have little concern here.
If i do not have internet connection then would i be able to use on my pc?

I have no trouble running with or out a connection, I use both 127.0.01 and 192.168.1.3 , three is an address on my network where wampserver is. Using [192.168.1.3] is fine as the wampserver will give its index.php. Runs great.
