cannot connect to mysql through phpmyadmin

Hi
When i go to phpmyadmin it says the following error:

Error
MySQL said:

#2003 - Can't connect to MySQL server on 'localhost' (10061)

Does anyone know y is this happening??I formated my system and re-installed the windows and since then this is happening...could any one please suggest how to solve this problem.
